Bolton Council’s new Executive Member for Stronger Communities has set out his plan to build safer and more resilient neighbourhoods across the borough.

Tackling crime 2026Cllr Hamid Khurram has taken on the new role having previously been the council’s lead for transport and housing.

He now plans to build on the current work by bringing partners, services and residents together to tackle some of the most complex issues facing communities.

These range from crime and exploitation to vulnerability, social inequality, and anti-social behaviour.

In 2025/26, there was a 4.3% reduction in recorded crimes in Bolton compared to the previous year.

But crime continues to have a significant impact not just on victims, but on families, offenders and the wider community, carrying major social and financial costs.

The council is committed to breaking these cycles through a balanced approach that combines robust enforcement with early intervention and prevention.

Working with partners including police, probation, fire and rescue, health services, schools and community organisations, Cllr Khurram will champion a joined-up, evidence-led approach that addresses the root causes of crime.

This includes tackling wider issues such as poor mental health, school exclusion, unemployment, housing instability, substance misuse and exploitation.

A strong focus will also be placed on protecting children and young people from harm.

Through closer partnerships with schools, youth services and community organisations, the council will support young people to build resilience, access opportunities and stay safe from exploitation and online harm.

Key priorities for the year ahead include:

  • Reducing crime, reoffending and the risk of exploitation
  • Investing in prevention and early intervention to address root causes
  • Strengthening multi-agency partnerships to deliver coordinated action
  • Supporting victims and vulnerable residents with timely, effective help
  • Empowering communities to play an active role in shaping local solutions.

These priorities are part of a longer-term ambition linked to the Bolton2040 Borough Plan, working towards a thriving place, where people want to live, work, study, invest and visit.
