When the landlord is liable and not the tenant

Landlords are liable to pay the bill if the property is: 

  • a house in multiple occupation (HMO) i.e. where the residents are liable to pay rent for separate parts of the property eg bedsits
  • occupied by asylum seekers 
  • occupied by tenants who are all under the age of 18
