When the landlord is liable and not the tenant
Landlords are liable to pay the bill if the property is:
- a house in multiple occupation (HMO) i.e. where the residents are liable to pay rent for separate parts of the property eg bedsits
- occupied by asylum seekers
- occupied by tenants who are all under the age of 18
