Bolton Council is inviting comments on its care home top up fee policy, which aims to make it easier for people to understand and choose the funding arrangements they want for their care.

If the council agrees to fund a person’s care home placement, money is transferred to a personal budget set aside to meet their assessed needs.

If a care home they select exceeds the cost of their personal budget they must fund the difference via a top up agreement, either a first or third party agreement.

Top up agreements are more often used as care homes raise their fees to cope with inflationary costs, and this policy promotes better understanding and working relationships with those affected, addressing their specific concerns.
