A scheme which has seen persistent speeding offences reduced by 80% has been extended in Bolton.
Following a success trial, the Vision Zero project has been extended to the A58 ring road.
Vision Zero is a Greater Manchester wide initiative to end all road deaths and life changing injuries by 2040.
The Safer Roads Greater Manchester Partnership invited bids for funding from the Vision Zero Innovation Fund and Bolton Council highways were successful with a project bid.
This project will operate for an initial period of 12 months in which six Automatic Number Plate cameras, supplied by partner Tektrans, record all vehicle speeds and number plate data along the length of the A58 ring road.
This data is then used to identify the most persistent speeders along the route.
This data is then shared with Greater Manchester Police who in turn then engage with the keeper of the vehicle.
Where possible, this is a visit to the vehicle owners’ home to discuss their driving behaviour and to educate them on the dangers to both themselves and other road users.
Alternatively, if a home visit isn’t practical then a letter is sent notifying the motorist that they have been flagged and to educate them to change their driving behaviour.
If the behaviour persists, the registration of the vehicle is added to the police intelligence systems for further investigation.
This type of intervention has already been trialled in Bolton with six cameras installed across the A579, the A676, Hulton Lane and University Way in December last year.
To date, persistent speeding in these areas has been reduced by more than 80% and the scheme has been recognised by Greater Manchester Police, winning the Evidence Based Project Award at the 2025 Problem Solving Awards.
