Bolton’s Council’s Licensing and Regulatory Team have had a year of unprecedented demand.

Throughout the pandemic, the council has been working closely with local businesses to ensure that those who can stay open are trading safely and that they have the support they need during this difficult time. They have also dealt with a number of businesses found to be in breach of lockdown rules and as a result, issued more than 40 fixed penalty notices of £1,000.  

The team have encountered some bizarre scenarios when investigating businesses flouting the rules including a barbers operating out of the back a convenience store and customers hiding in pub toilets whilst pubs should be closed. 

Whilst the majority of residents have been adhering to the coronavirus regulations and staying at home, the council and police have been working together to ensure that the vital public health rules are followed by businesses.  

Cllr Hilary Fairclough, Bolton Council’s Executive Cabinet Member for Regulatory Services said, “This past year has been unprecedented for the licencing and regulatory teams. They have played a pivotal role in the battle against the spread of the virus and protecting the health of our communities.

“The joined-up partnership they have with Greater Manchester Police has been successful in tacking the issues of lockdown breaches and holding businesses and individuals accountable for their actions. 

“The council takes no pleasure in issuing fines and it’s disappointing that on a number of occasions we have had to resort to this over the past year.

“However, throughout the pandemic our priority has always been the health of the people of Bolton and where necessary we have taken robust measures.  

“To operate during this time is not only putting public health at risk, but also unfair to the many businesses who are complying with the rules.     

“We thank all the businesses who have complied with the rules during this time.”
