Have Your Say on West of Wingates

Bolton Council would like to hear your views on the draft West of Wingates Strategic Masterplan SPD.

The SPD sets out how West of Wingates – a new employment destination in Westhoughton – will be developed over the next 20 years. It provides a framework that will guide future planning applications for the site.

West of Wingates could create up to 6,000 new jobs through the delivery of around 440,000 sq m of high-quality industrial and warehousing space across 184 hectares. The development will provide high-quality modern industrial and warehousing space, boosting the economy of Bolton and Greater Manchester.

What We're Consulting On

This consultation is about the draft SPD document, which will inform how developers bring forward proposals for West of Wingates. It does not relate to the principle of industrial and warehousing development at the West of Wingates site, this has already been established through PfE Policy JPA6 (West of Wingates).

The SPD covers:

• Details about the site, proposed use and overall vision
• The proposed approach to transport and access, including promoting active travel and public transport
• Design principles to ensure high-quality, sensitive development with well-crafted landscaping and placemaking to promote community wellbeing
• Key environmental considerations including retention of trees and watercourses, and protection of residential amenity  
• How sustainability and resilience are central considerations to the development 
• How the site will support regional economic growth and attract new businesses 
• The approach to phasing, infrastructure and delivery 

Any developer wishing to build at West of Wingates will need to submit planning applications. Those applications will be subject to separate public consultation.

Why West of Wingates?

The land is allocated for employment development under Policy JPA6 of the adopted Greater Manchester Places for Everyone (PfE) joint development plan.

Located in the Wigan-Bolton growth corridor, close to Junction 6 of the M61, it addresses a recognised shortage of modern employment land in and around Bolton. Planning permission already exists for Phase 1 of the development to deliver 73,750 sq m of industrial and logistics space.

What happens after the consultation?

All feedback will be reviewed and taken into account in the development of the adoption version of the Strategic Masterplan SPD. Comments will be summarised in a Statement of Consultation, and the final SPD will be taken through the Council's formal adoption process.

Once adopted, the SPD will be used by Bolton Council when considering planning applications for West of Wingates.
