Worked for 48 years as a finisher at the Star Bleach Works, Horwich.
Chairman of the Horwich Branch of the Bleachers, Dyers and Textile Workers Union from 1927.
At his inauguration it was said that the ensuing year would be a difficult one for local government, especially in regard to post-War plans, housing and other aspects of administration. He said that as a local authority they would have greater responsibilities and opportunities for public service and their decisions might affect the people of Blackrod for the next 100 years. He hoped that they would be able to show the same foresight and determination as their predecessors who were responsible for their water undertaking.
