Shopkeeper - grocer and draper 206-208 New Street, Blackrod.

Son of Moses Helme, a collier.

Came to Blackrod in 1871 and although he wasn't born in the area he felt like a native of Blackrod.

He first stood for election in 1904 but was defeated by one vote, gaining a place on Council the following year.

He lost his seat in 1914, but regained it in 1915 and remained on Council until his death in 1924.

Magistrate.

Chairman of War Memorial Committee.

Worked towards the erection of Blackrod Weaving Shed and became a director of the company.

Wesleyan Methodist - an active worker for the Wesleyan Church.
