Worked as a draughtsman in the mechanical engineering drawing office of Horwich Loco Works.

First elected 1908. He served until 1935 when he resigned due to ill health. He served on all committees.

Chairman of the Higher Education Committee. Governor of Rivington and Blackrod Grammar School

Magistrate. On his death the presiding magistrate, Alderman Taylor said, "Mr Berry was an exceptionally useful member of the bench." Mr A Lawson, on behalf of the legal profession said, "he administered justice with kindness and mercy."

He was an accomplished amateur photographer.

He lived at 119 New Street, Blackrod.
