In his inauguration speech he spoke of the problems facing Little Lever in becoming part of the Bolton Metropolitan District. "We must not sit back and allow ourselves to drift as local government organization is a challenge." He was adamant that projects for the area should be pushed ahead. "I want to see a start made with the new bungalows and flats and recreational facilities in the area."
