Worked at the East Lancashire Paper Mill.
In 1963 he won his seat as a Labour candidate. In September 1964 he declared himself Independent Labour and held his seat the following year.
In May 1967 he was elected Chairman as an Independent Councillor but in May 1968 he joined the Conservative Party.
At his installation he urged his colleagues "to be precise, to the point and stick to procedure."
