He served on the Council from 1925 to 1937.

On his appointment as Chairman in 1934 he said he "would like a big effort to be made with slum clearance. The playing fields also required extension and they wanted a bowling green. It was intended to widen High Street but this had been deferred through the Economy Act." He also wanted a public baths, a public library and was concerned about the sewers in Church Street.

He was a founder member of Little Lever Labour Party.

He was a keen local historian and his wide knowledge of the subject made the weekly rambles which he organized for the members of the Labour Party a popular feature in the early days of the organization.

He left Little Lever in 1953 to live with his married daughter in Helmshore.
