We have written on behalf of TfGM to inform the vehicle licence holders of a hackney carriages with Bolton Council, the Hackney Support Fund will be opening at the end of November. 

What Is the Hackney Support Fund? 

The £8 million government-funded Hackney Support Fund will offer grants to eligible hackney carriage vehicle licensees so that they can upgrade to cleaner vehicles. The initiative is a part of Greater Manchester’s investment led Clean Air Plan, aiming to reduce nitrogen dioxide emissions to meet legal limits by 2026. Eligible applicants will be invited by email to apply for grants (of up to £12,560 per vehicle) and funding will be provided directly to applicants. 

Funding will be allocated in rounds and applications will be accepted on a first-come, first-served basis and subject to the availability of funding. The fund is being administered by the Growth Company on behalf of Bolton Council and the nine other GM Authorities.

Round One

Applications for vehicle licensees operating non-compliant vehicles i.e. it is not Euro 4 (or a higher euro standard) petrol vehicle, Euro 6 diesel vehicle or a Zero Emission Capable (ZEC) vehicle on or before 1 October 2024, subject to a limit of one vehicle per applicant. 

Round Two

Applications for vehicle licensees who have replaced a non-compliant vehicle with a compliant hackney carriage vehicle after 23 January 2025, as well as licensees operating more than one vehicle.  Round two will open subject to fund availability. 

Step 1: Check if your vehicle is eligible 

  • Enter your vehicle registration number at https://cleanairgm.com/hackney-support-fund-vehicle-checker https://cleanairgm.com/hackney-vehicle-checkerwhich will inform you if your vehicle is eligible or not. 
  • If your vehicle is eligible, it will also inform you of which funding round the vehicle is in.  
  • When funding round one opens at the end of November, we will send you an email with instructions on how to access the Hackney Support Fund portal. 
  • If your vehicle is not eligible for funding but you think it should, please contact us. 

Step 2: Start planning Your upgrade 

  • If your vehicle is eligible, start planning and looking for your vehicle upgrade. Make sure you choose a compliant vehicle (ZEC or compliant Euro 6 diesel or Euro 4 or a higher euro standard petrol) that meets our licensing standards and requirements.   
  • If your current vehicle can carry wheelchairs (a “Wheelchair Accessible Vehicle”), you cannot use this grant to buy a taxi that is not a Wheelchair Accessible Vehicle. 

What funding grant amounts are available when you upgrade your current eligible vehicle? 

New and used Wheelchair Accessible Vehicles (WAVs)   

  • 12,560 for a Zero Emission Capable (ZEC) WAV  
  • £6,280 for a compliant WAV (minimum Euro 4 petrol or Euro 6 diesel)  

New and used Non-Wheelchair Accessible Vehicles  

  • £7,530 for a ZEC vehicle  
  • £6,280 for a compliant 6+ seater (minimum Euro 4 petrol or Euro 6 diesel) 
  • £3,770 for a compliant vehicle (minimum Euro 4 petrol or Euro 6 diesel) 

What Happens Next? 

  • When the fund opens at the end of November, if you are eligible, we will send round one applicants a further email with instructions on how access the Hackney Support Fund portal. 
  • You will need to set up an account, make your application and upload all required documents. 
  • If your application is successful, you will receive a Fund Award Notification (FAN). You will then have 4 months to upgrade your vehicle and get it licensed with us. 
  • The grant will be paid once you submit evidence that your compliant vehicle is licensed with us.
