We would like to update our trade regarding a report that went before the Licensing and Environmental Regulatory Committee on 16 September 2025.
The report set out the current position on the Greater Manchester Clean Air Plan, the related financial support for licensees, and how this affects Bolton Council’s vehicle emissions policy for hackney carriage and private hire vehicles. The report also outlined the wider challenges for our vehicle licence holders, trade concerns and activities to engage the trade across the region. The report proposed amendments which aim to support licensees as they transition to, and invest in cleaner vehicles, without compromising on standards of public safety. The Committee also approved the recommendation to remove the current hackney carriage vehicle age policy. Bolton Council now has no age policy for Hackney Carriage Vehicles.
May I take this opportunity to remind you any new hackney carriages coming on to the fleet must be approved by the licensing team prior to being taken to our authorised garages to be tested.
