Originally worked at Pickups and served during the First World War with the Royal Artillery in France and Belgium.

Returned to work in the bleaching trade. He went on to run a confectionery business at Wingates with his wife and was proprietor of the Westhoughton Billiards Hall for 30 years, coaching several players. In later years worked at the Metal Box Company.

Represented Central Ward from 1951.

Chairman of the Parks Committee and of Borsdane Wood Joint Committee. Member of the Bolton Employment Committee.

He was a Governor of Rivington and Blackrod Grammar School, Hindley and Abram Grammar School, Horwich Technical School and Westhoughton Secondary Modern School. He was a strong advocate of apprenticeships for boys.

A keen angler, he also played bowls and golf.

He was seriously ill during his Chairmanship and retired in 1961, dying later the same year.
