Father of Frank Woods, Chairman of Westhoughton Urban District Council 1966-67.

He was in the building trade and served in the Second World War. Later he worked in engineering and lastly as a dispatch foreman at the Metal Box Company, Westhoughton.

Represented South Ward from 1949.

Chairman of the Housing Committee.

Member of the Divisional Education Executive.

Left the Labour Party in 1961 following his opposition to the plan to develop Westhoughton as an "overspill" town for Salford.

He sat as an Independent from 1961 and was re-elected Independent Councillor for South Ward in 1963.

Chairman of Westhoughton County Primary Schools and Member of the local Youth Bureau. Chairman of the Youth Advisory Committee in Westhoughton.

Manager of St James's Daisy Hill Primary School, Westhoughton Parish School and Westhoughton County School.

Chairman of Westhoughton Old People's Welfare Committee.

He was a keen cricketer and President of Daisy Hill Cricket Club.

Described as "quiet and unassuming but very competent".
