Represented South Ward from 1934.

Secretary of Miners Union Branches.

He won the confidence of employers as well as employees. During the years of depression he was a real friend of the unemployed. During the War he looked after the interests of serving men and their families, as well as those on work of National importance.

In a letter to Westhoughton residents at the end of 1945 he said "I am proud to have been the Chairman of your Council in Victory Year and was especially proud of the way you celebrated VE and VJ Days, which I shall always remember because of the manner in which you all behaved."
