Grocer with his own business in Church Street.

After school he worked for his father William Lowe in his grocery business in Church Street, doing van work and learning the trade.

He served in France for three and a half years in the Dragoon Guards during the First World War. On his return his father retired and he took over the business.

Represented East Ward from 1931.

He inherited an interest in local affairs from his father but was also guided by his wife's father, Councillor James Hampson JP, of Blackrod Council.

Brother in law of Fred Howarth, Chairman of Westhoughton UDC 1941-42.

The Horwich and Westhoughton Journal described him as "a real Westhoughtonian with an unquenchable interest in his native town and its struggles to shake off the effects of the depressing conditions which have lately hampered its progress."
