Secretary/cashier and also a teacher of music.

Son of Isaac Barrow, a Bolton building surveyor, for whom he initially worked as an assistant.

Repesented Hulton Ward from 1911.

He didn't think that the council seats should be fought and run on "political lines".

He lived at Brantwood, 206 Manchester Road, Westhoughton and then moved to Horwich and lived at Brantwood, Austin's Lane, Horwich.

His son, Ernest Isaac Barrow, was killed on 23 October 1916 while serving as a Lieutenant in the South Lancashire Regiment and attached to the 2nd Bn, East Lancashire Regiment. He was 27 and had been a science and mathematics master at Penzance and Luton Secondary Schools.
