Son of George Grundy, Chairman of Westhoughton UDC 1905-08.
Went into banking working at Parr's and Westminster Bank but left due to ill health, spending some time in the drier climate of South Africa.
He was Secretary of the local Conservative Association and held offices in the Divisional Party.
Represented East Ward 1936-57.
He was Chairman of the Parks Committee and was very interested in Borsdane Wood. He was also Chairman of the Town Hall and Finance Committee and Rating and Valuation.
When election time came around his opponents were often told "I'd vote for you against anyone but Jim Grundy."
Manager of the Parochial and White Horse Schools for 32 years.
He was a cricket enthusiast.
Anglican - he worshipped at the Parish Church and was a chorister and Sunday School teacher.
When he retired from the Council in 1957 one of his political opponents said "There is no one in Westhoughton who does not hold the name Grundy in great respect. It is an honoured name written many times in the annals of our town. You are the last of your family to carry out public work and you will leave behind you a record of service it will be very hard to beat."
