Rope and twine manufacturer - He was the third son of John Taylor and a director of the firm of John Taylor and Sons (Bolton) Ltd, rope and twine manufacturers.

Brother of Samuel Taylor, Chairman of Westhoughton UDC 1904-05.

Represented Hulton Ward 1903-19.

He was Chairman of most of the important committees and was a member of the committee administering the Pretoria Pit Disaster Fund.

Magistrate, appointed 1920.  He was also a member of the Probation Committee, the County Licensing Committee and the Visiting Committee of HM Prisons.

He was a footballer, swimmer, pigeon fancier, tennis player and keen motorcyclist.

Wesleyan Methodist. A lifelong teetotaller, he worshipped at Westhoughton Wesleyan Church.

Lived at The Limes, Manchester Road, Chequerbent.

He had been ill since being involved in an accident when alighting from a bus earlier in the year that he died.
