Worked originally for Charles Dickinson of Church Street, Westhoughton (one of the first members of Westhoughton Local Board).

Son of John Coop.

Joined the Local Board in 1892

Represented North Ward on the Westhoughton UDC.

Made an Overseer 1896.

Chairman of the Technical Instruction Committee.

Treasurer to the Wingates Sick and Burial Society for 25 years.

Methodist - he was Corresponding Secretary to the Independent Methodist Day School and a supporter of the temperance movement.
