Known as Ted Flockton.

Chargehand fitter at Horwich Loco Works.

He enlisted on 4 September 1914 as a Sapper in the Royal Engineers, serving as a Line Telegraphist in the Dardanelles, Egypt and France.

He was awarded the Military Medal for bravery in the field on 9 December 1916.

Represented East Ward from 1934.

Chair of Housing Committee 1940-60.

Chairman of Horwich Labour Party.

Chairman of Horwich District Committee of the Amalgamated Engineering Union from 1924.

Chairman of the Management Committee of LMS Railway Division B Insurance Fund.

Chairman of the Horwich Heroes Recognition Fund Committee.

Governor Rivington and Blackrod Grammar School, Chorley New Road Primary School and Horwich College of Further Education.

The Flockton Court Sheltered Housing scheme in Horwich is named after him.

Methodist - originally a Presbyterian, he was a Trustee of St John's Methodist Church (formerly Brunswick Methodist) for 40 years.
