He was first elected to Horwich Council, representing the Central Ward in 1905. He was elected again in 1922-23 and remained on the Council until 1929 when he retired, having served 12 years in total.
He moved to Somerset in 1932, returning to Horwich three and a half years later, hoping the Northern climate would be better for his health.
