Represented Central Ward.
Represented Central Ward for an unbroken period of 24 years.
Represented Horwich on the County Council for 15 years, retiring in 1937.
Appointed as Magistrate in 1921.
Trustee of Horwich Conservative Club for many years and was also President.
During the First World War he was Chairman of the Horwich Tribunal and served as a Special Constable.
Member of the Committee of the Soldiers and Sailors Families Association and later served on the Miners Distress Fund Committee.
He retired to Cleveleys, but died at the home of his daughter, Mrs Eileen Mottershead, the wife of Dr William Mottershead, Medical Officer of Health for Little Lever.
At the Bolton County Domestic Court, the Chairman (Mr Walter Harry Wadhams) referred to Mr Dickinson's death saying that "his wide experience of life enabled him to give good advice and arrive at sound decisions as a member of the bench."
