Estate Agent, Plumber and painter at 4 Hawkshaw Street, Horwich - originally worked as a joiner and carpenter.

First elected to the Council in 1901.

He was an Overseer of the Poor and was Chairman of several Committees, his chief interest being the Streets Committee.

He was one of the most well known figures in Horwich public life and served on the Council for a continuous period of 22 years.

His son Harold Riley was killed in action in France on 12 March 1918 while serving as a Sapper with 87th Field Company, Royal Engineers.
