Brickmaker and building contractor. He came to live in Horwich in 1893 as a member of the firm of Dougill & Sons, Building Contractors and Brickmakers.
James Dougill's firm erected many local buildings including Victoria Methodist Church and School, the Crown Hotel, the tram shed, Bee Hive Mills, Lee Lane Congregational Church, Fall Birch Methodist Church, the District Bank and various other properties, including Lord Leverhulme's Bungalow at Rivington, which was destroyed by fire.
He was elected to the Council in 1897 and served until 1901.
His firm was declared bankrupt in 1902 and he was employed by the Council as Road Foreman for a few years.
During the First World War he left Horwich to become Clerk of Works for various Government contracts and he later held a similar position with Somerset County Council.
He had five sons and five daughters.
