Last Chairman of Kearsley Urban District Council.

At his inauguration he said "Local Government reorganization is not in the best interests of local authorities because it is taking the local aspect of Government further away from the general public".

Some of the successes he mentioned over the previous year included a tree planting programme, land reclamation scheme, dwarf garden walls for Council houses and making the air cleaner with smoke control orders.

Councillor Walker's popularity was such that even when he was off the Council he was still elected leader of the Labour group.

His wife, Eileen, was Chairman's Lady.
