Bolton Council is seeking to extend our Public Spaces Protection Order (PSPO) to allow for lockable gates to continue to be installed and maintained across a number of sites in the borough.

This is being pursued in response to repeated instances of crime and anti-social behaviour – primarily fly tipping, dog fouling and on-street substance misuse – occurring at these locations, prior to the PSPO implementation.   

Residents who occupy properties directly attached to these proposed gated routes would be given keys to allow them to open the gates. The Council and emergency services would also hold keys.

The Council has to be sure that extending the current PSPOs is the right thing to do for these communities. If you are a local resident, land or property owner or someone who works in one of the PSPO areas, we would really welcome your views to help us consider the future of these PSPO gated areas.

Please note: Powers to create PSPOs to allow gates to be installed over the highway to prevent and tackle crime and Anti-Social Behaviour came into force in October 2014.  The Orders replaced existing Gating Orders, which automatically became PSPOs as of 20 October 2017.

A PSPO can last for up to three years, after which it must be reviewed. If the review supports an extension, and other requirements are satisfied, it may be extended for up to a further three years. There is no limit on the number of times an Order may be reviewed and renewed.
