Who needs a house to house collection permit?

Organisations who are planning to hold a collection of money or collect articles for sale or use, by means of visits from house to house in the Bolton area (including business premises), where the proceeds are for charitable purposes require a house to house collection permit.  Clothing and bric-a-brac collections to raise funds for a charity also require this permit.

How do I obtain a house to house collection permit?

Before completing an application form, please ensure you read through the House to house collections - guidance notes. These are available on the Downloads tab.

When can I hold a collection and how long can I hold it for?

An application for a house to house permit should be made at least one month before the proposed date of the collection and not more than one year in advance. Many of these collections are carried out by regional or national charitable organisations who often book their collections in advance; this is under the authority of a Home Office exemption.

How much will it cost?

There is no charge by the Local Authortiy for a house to house collection permit.

Once a permit is issued, you are required to apply to The Stationery Office (TSO) for copies of the prescribed Certificate of Authority and prescribed badges. All collectors must obtain a prescribed badge. There is a charge for this service. Please contact TSO for their current charges – TSO, Customer Services, PO Box 29, Norwich, NR3 1GN. Telephone 0870 600 5522 or visit the TSO webpage shown on the Links tab.

An order form will be sent with your permit. This will enable you to place your order for the certificate and badges with TSO.

What else will I need to do?

Once a house to house collection permit is issued, you are required to comply with the 'house to house collection regulations' attached to the permit.

These regulations include information of what information you need to return to us following the collection. Please see the Downloads tab for a return form and further guidance.
