Local Welfare Provision is a local scheme which helps people who have an unexpected emergency or crisis, or need help to live independently in the community. 

The objectives of Local Welfare Provision are to:

  • provide support to help individuals achieve improved money management and financial independence to prevent financial crisis situations
  • provide emergency support where an individual or member of their family would be severely disadvantaged if their immediate needs are not met or eased
  • provide support to help individuals remain in the community or move back into the community, in an emergency or as a consequence of a disaster, to avoid serious damage or serious risk to health and safety

No cash will be paid; help will be provided in the form of goods, services or vouchers.

When we may be able to help:

  • If you’re facing exceptional financial difficulty
  • If you’re facing a disaster, crisis or emergency
  • If you’re facing homelessness, or the threat of homelessness
  • If you’re unable to meet your immediate needs
  • If there’s a serious risk to the health and wellbeing of you or your dependant family

Generally individuals must be over 16 years old and have a local connection to Bolton.

Once you know you’re eligible, what financial support is there?

  • Emergency help with food
  • Emergency light and heat
  • Returning to live in the community after being in care or in hospital or leaving prison
  • Wanting to stay in your home rather than go into care

The Council, acting at its sole discretion, may require you to repay an amount equal to the value of the goods provided to you in the event that you sell or dispose of the goods within 6 months of receipt.
