Bolton's Environmental Health team promotes health and safety in the workplace including welfare of employees and the safeguarding of others, principally the public, who may be exposed to risks from work activities within your business.

The primary responsibility for ensuring health and safety in the workplace lies with those who create the risk, and in particular employers need to make suitable and sufficient arrangements for managing health and safety. Currently health and safety enforcement in the United Kingdom is split between local authorities and the Health and Safety Executive.  For incidents concerning council buildings and employees, hospitals, manufacturing (including food manufacturers), or construction industry, please refer to the Health and Safety Executive website.

Officers within the Environmental Health team are responsible for enforcing the provisions of the Health and Safety at Work Act 1974 

The LA National Code sets out the risk based approach to targeting health and safety interventions to be followed by LA regulators.  The Code provides a principle based framework that recognises the respective roles of business and the regulator in the management of risk.  Please see links tab to access the code.

The officers undertake enforcement action in accordance with the Environmental Services Enforcement Policy and the HSE's Enforcement Management Model (EMM).  A copy can be found under the downloads tab.

We regularly:

  • Carry out interventions in line with the above national code
  • Investigate complaints relating to health and safety in the workplace
  • Provide information to businesses and members of the public to increase general awareness of health and safety
  • We respond immediately to fatalities and potential fatal major injuries in the workplace
  • We respond to local and national health and safety concerns
