The Blue Badge scheme operates throughout the UK and provides a range of parking concessions for people with severe mobility problems who have difficulty using public transport.
The concessions provided under the scheme apply to on-street parking only.

Blue Badges are for:
  • People who cannot walk or who have considerable difficulty in walking
  • People who are blind
  • People who have a severe disability in both arms

If you successfully apply for a blue badge, you will be sent a booklet ‘The Blue Badge scheme : rights and responsibilities’ which will explain how to use your badge correctly.

Abuse of Blue Badges

A badge can be withdrawn if the owner misuses it or allows others to misuse it. It is a criminal offence for non-disabled people to use a badge. If they do so, they are liable to a fine of up to £1,000.
The owner should not use the badge to allow non-disabled people to take advantage of the benefits while they sit in the car.

Town centre disabled parking

Disabled Parking Bays are provided for Blue Badge holders in Bolton Town Centre and other District Centres to assist access for disabled people to nearby shops and public amenities. All our Disabled Parking Bays are supported by a legal Traffic Regulation Order so that any use by non Blue Badge holders can result in a Penalty Charge Notice (a parking ticket).

Disabled drivers who:

  • cause an obstruction
  • park in a way that disrupts traffic flows
  • park where loading or unloading restrictions are in force including 'on-kerb markings'
  • park in a taxi rank, a bus stop, a clearway or on a school 'Keep Clear' marking
  • park beyond disabled bay or pay and display markings
  • park without displaying a valid disabled badge within a disabled bay

will be treated as any other driver and may be issued with a Penalty Charge Notice if found in contravention of these regulations.

Residental parking

Bolton Council does not provide disabled parking bays outside individual residences because of the resources and costs involved in creating a legal traffic order required to make the bay enforceable, as well as the need to subsequently remove the bay and order should the disabled resident move house.
