Housing Standards is committed to improving and protecting the health, safety and wellbeing of the residents within Bolton.  The team tackles poor property standards within the private rented sector and aims to improve the management standards of landlords operating within the borough.

The team provides advice, information and enforces relevant legislation on many aspects of private sector housing including:

  • Housing disrepair and safety hazards (Housing, Health & Safety Rating System)
  • Houses in Multiple Occupation – flats, bedsits, shared houses etc.
  • Houses in Multiple Occupation – mandatory licensing
  • Empty homes
  • Accommodation certificates for immigration purposes

Reporting concerns

If you are concerned about poor housing conditions in a privately rented property you first need to speak to your landlord and give them the opportunity to resolve the matter.

A template letter has been produced which you can complete and send to your landlord. This letter explains what is wrong and asks them to give you a timescale for the repairs.

If your landlord does not respond to your request after sending this letter, you can contact us and we will arrange for an inspection of the property and get in touch with your landlord to ensure any work required is carried out.

Civil Penalty Notices

The Housing and Planning Act 2016 provides powers that permit local authorities to impose a civil penalty of up to £30,000 as an alternative to prosecution for a range of offences under the Housing Act 2004.
