Development Brief - Clarence St 


The Unitary Development Plan 2005 (UDP) allocated the Clarence Street area for mixed use redevelopment under Policy TC5. Further guidance on the development of the Clarence Street area was provided within the Clarence Street Development Brief, which was formally approved as a Statement of Council Policy on 25 February 2008.  The Clarence Street Development Brief provides guidance on the following:

  • Design issues
  • Planning policies relating to this site
  • Factors that will constrain any development
  • Appropriate mixture of uses. 

The Development Brief was formed in response to a major development opportunity that emerged at the northeast gateway to Central Bolton. This area benefits from direct access to the strategic road and motorway network and excellent links to the core Town Centre. A number of cleared sites and empty buildings within the Clarence Street area, present a fantastic opportunity for mixed use redevelopment.

Bounded by Topp Way, the A666 St Peter’s Way, St George’s Street and Higher Bridge Street and crossed by All Saints Street and Clarence Street, the Council will be seeking high quality architecture and urban design solutions to this key gateway location.

Locally distinctive design will be guided by Building Bolton and the Clarence Street Development Brief, which seek to maximise the potential of the area with opportunities for landmark buildings; the sensitive regeneration of some important aspects of Bolton’s heritage; and a complementary investment in new public realm.

Please note that a Supplementary Planning Document (SPD) is currently being developed for the wider All Saints Area.  This will include the Clarence Street area and as such will supercede the Development Breif for Clarence Street.  Consultation on the All Saints SPD should commence Spring/Summer 2011.
