All local authorities are required to keep information about disabled children living within their area. In Bolton this is called The Record and holds basic details about each child and the nature of their disability; it is stored on computer and protected by the Data Protection Act 1998. This information helps us to plan and provide services as effectively as possible.
In order to be eligible for registration on The Record, your son/daughter should:
- Have a disability which has a substantial effect on them and the family being able to live an ordinary life. A disability might be a hearing or visual, learning or physical disability, communication difficulties or complex health care needs. ‘Substantial’ means more than minor or trivial and should be apparent for more than 12 months. ‘An ordinary life’ here means compared with other children/young people of the same age.
- Receive Disability Living Allowance (DLA) for care at the high or middle rate
- If school age, receive additional support in school, normally a with Special Educational Needs statement for support of 15 hours a week or more.
Why put my child on The Record?
Including your child on the database is voluntary – it’s your choice, but the benefits include:
- On the Record – a free newsletter 3 times a year giving you details of services and events in and around Bolton, as well as other general information.
- Information about short break opportunities, including after school, weekend and school holiday activities.
- Smart Card 1 leisure benefits at Bolton Council leisure centres, including free swimming for under 16s, up to 70% discount on other leisure services and free admission for up to 2 adult carers accompanying the disabled child or young person.
- The opportunity to be consulted about services/developments in Bolton.

- update your child’s details if they have previously been registered on The Record;
- ask for an initial visit by Parent Information & Support Worker.
