Pavements are constructed and provided for pedestrian use, not as parking space for vehicles.
Vehicles parked on pavements are:
- a hazard to pedestrians causing an obstruction, which may result in them having to step off the pavement onto the road thus putting themselves in danger.
- a hazard by restricting the width of the pavement making it difficult for someone with a pushchair, wheelchair or visual disability to pass safely.
- damaging the footway - broken flags etc - which then become a trip hazard to pedestrians.
The council has no powers to take action about vehicles parked on the pavement. Any complaint should be directed to the police since it constitutes obstruction.
