Second Adult Rebate is a form of Council Tax Benefit and is based on the gross weekly income, and interest received on any capital of the other adults who live with you.
We do not use your income and capital to work out this benefit so you do not have to provide these details, but you must be liable to pay Council Tax and live in the property you are claiming for.
You need to provide proof of your identity and National Insurance number.
Who cannot get Second Adult Rebate?
You cannot get Second Adult Rebate if:
- You have a partner (unless your partner is not counted as being part of your household. See Council tax discounts for more details);
- The other adult is a joint tenant with you or lives with you and pays you rent.
How is it worked out and how much will I get?
Second Adult Rebate is paid as a percentage of your Council Tax and the amount you get depends upon the amount of income we have used to work out the benefit.
The levels for 2012-2013 are:-

Student only Second Adult Rebate
100% is awarded where:
- the property is occupied by students who cannot claim Council Tax Benefit in their own right (see the student page for more information) and
- the second adult is in receipt of any of the following benefits; Income Support, Job Seekers Allowance (income based), Employment Support Allowance (income related) or Pension Credit
How is it paid?
Second Adult Rebate is credited to your Council Tax account. You will be sent a revised bill showing the new amount of Council Tax that you have to pay.
Can I claim second adult rebate and normal Council Tax Benefit?
No; you cannot get both benefits. We will automatically work out which benefit you are better off claiming and will pay you the highest benefit rate.
