The commissioning team works on adult social care, children's and public health services.

These include:

  • Ageing well – residential and community based services
  • Children’s – residential, educational and grants
  • Disability – learning disabilities, mental health, residential and community based services
  • Social inclusion – housing related support, substance misuse services
  • Public health - health improvement services, secondary prevention and treatment services (sexual health), gp contracts, pharmacy contracts and delivery of the healthy child programme. 

The team covers 542 contracts with 397 providers and approximately 51,000 service users. Total funding £67m per year.

What is commissioning?

Commissioning is understanding the needs of the local population and designing, delivering, monitoring and evaluating services to meet those needs and ensure appropriate outcomes.

Commissioning aims

  • We will focus on commissioning high quality services which deliver value for money, improved outcomes and reduce health equalities
  • We want a care market that offers the customer choice in how, where and from whom they receive their care and support, or access services
  • We want to enable independence, self-care and community asset based models so that people avoid expensive specialist, residential care and health services for as long as possible
  • We will only work with providers who can clearly demonstrate a commitment to delivering high quality care and who place dignity, compassion and respect at the heart of their service
  • We will aim to work with the market to develop early intervention/prevention support that helps demand management and to reduce harm, prevent, reduce or delay needs from escalating and avoid care home and hospital admissions
  • We will aim to work with providers to build capacity in existing services where gaps are identified

How do we commission services?

To achieve these aims we will support better engagement and establish “co-production” as standard practice in commissioning as a key means of delivering personalised services. Our approach aims to provide improved partnership working with people who use services and carers and will ensure services are shaped to meet the services and support that people want to meet their needs and demands.

Bolton Council and the Bolton clinical commissioning group (CCG) will be developing a range of health and social care commissioning strategies to achieve these aims. Increasingly at Greater Manchester (GM) level there will be regional commissioning plans.

  • Locality plan
  • Adult targeted prevention commissioning strategy
  • Adult specialist care commissioning strategy
  • Ageing well commissioning strategy – currently under development

At Great Manchester there are several commissioning plans that will be delivered as part of GM devolution. Some objectives will be delivered at GM level, some at cluster level and some at locality/neighbourhood level. To find out more information about GM devolution please see

Procurement and tendering

As part of commissioning strategies future procurement opportunities may be identified. All opportunities for tenders and grants are published through the chest ( We follow Bolton Council’s internal standing orders and financial regulations, but also any relevant UK and EU legislation. The value of a contract determines the procedures that we must follow with respect to how many quotes we need to obtain, or whether a tender process must be entered into. There is also a grants process for prevention, carers and children’s services grants.

Contract management

Part of the commissioning arrangements include contract and quality monitoring to manage our contracts and ensure services are good quality. We have developed a contract management approach to monitor and manage our contracts and ensure a fair and consistent approach, dialogue and productive relationship for all our providers. Market position statement

Our market position statement is key to fulfilling our market shaping duty effectively under the care act, engaging with care and support providers on its development. This includes with providers who are not regulated and with providers who do not contract directly with the local authority.

To help inform our providers our market position statement provides intelligence on need, demand and the state of the market, signposting to future commissioning intentions and helping providers inform their business planning.

Extra Care Housing

Extra care housing is a valuable resource to address both the housing and care needs of older people. It provides an alternative to residential care for many older people and supports independent living for longer. The Care and Support Strategy within Extra Care Housing 2018-2025 aims to ensure that the care and support delivered in Bolton’s extra care housing schemes integrates the latest developments in the field and focuses on meeting the outcomes of tenants with care and support needs.
