Animal boarding

The Animal Boarding Establishments Act 1963 requires that premises for boarding dogs and cats (home boarding, dog creches, kennels and catteries) must be licensed by the local authority.

Animal movement

Livestock must be correctly identified and moved with the required movement documents and cattle passports. Bolton Council carry out inspections to check records at farms and slaughterhouses and during transportation to ensure that there is full traceability of livestock movements. To reduce the risk of disease outbreak the inspectors also ensure that carcasses are disposed of by the correct methods.

Dangerous animals

Any person who wishes to keep a dangerous wild animal has to apply for a licence.

Under the Dangerous Wild Animals Act 1976 it is an offence to keep certain types of animals without a licence from the local authority.

Licences cover the accommodation, welfare of the animal, fire precautions and spread of disease. Dangerous wild animal licences are not required by zoos, circuses, pet shops and places registered for animal experiments as other licensing requirements apply to these types of premises.

Dog breeding

If you wish to breed dogs you need to be licensed by the Council.

Pet shops

The Local Authority issues pet shop licences under the provisions of the Pet Animals Act 1951.

The licence can stipulate a number of conditions to ensure:

  • that animals are kept in accommodation suitable in respect of size, temperature, lighting, ventilation and cleanliness, 
  • that animals are adequately supplied with suitable food and drink and are visited at suitable intervals, 
  • that animals are not sold at too early an age, 
  • that all reasonable precautions are taken to prevent the spread of infectious diseases,
  • that appropriate steps will be taken in the event of an emergency.

Riding establishments

Under the Riding Establishment Act 1964 and 1970 a licence is required to operate a riding school.

An annual inspection must be carried out with a qualified veterinary surgeon who establishes whether the horses used for hire are fit and healthy. The riding tack, health and safety and stables are also inspected.

Zoos

The council has a legal requirement to inspect all local publicly and privately owned zoos. Within the Bolton area there are two zoos: 

  • Bolton Aquarium 
  • Smithills Open Farm

The council's Health and Safety Unit works in close partnership with the Department for the Environment, Food and Rural Affairs (DEFRA) on all aspects of zoo licensing.
