Supplementary Planning Document

Building Bolton was formally adopted by Bolton Council as a Supplementary Planning Document (SPD) on 10th November 2006.

The document provides design guidance for new development in Bolton Town Centre and expands on policies in the Bolton Unitary Development Plan (2005). The SPD does not have the same status as a Development Plan Document but it will be a material consideration in the determination of planning applications.

The document contains the findings of an urban analysis exercise carried out in the Town Centre area. It also contains design recommendations for new development based on identified Character Areas within the Town Centre. The design guidance includes recommendations on building size, massing and materials, and the treatment of open spaces . The emphasis is on contextual design which responds to and respects the qualities of the existing townscape. The document concludes with a description of the procedures the Council proposes to use to implement the recommendations in Building Bolton.

The council will monitor the significant effects of the SPD. The council is required to produce Annual Monitoring Reports (AMR) to assess the implementation of the Local Development Scheme (LDS) and the extent to which policies in Local Development Framework (LDF) are being achieved. The SPD will be included in this process.

Any person who feels aggrieved by the decision of the Council to adopt Building Bolton as a Supplementary Planning Document may apply to the High Court for permission to apply for a judicial review of the decision Any such application must be made no later than 9th February 2007.
